CIRS 2025 Cosmetics Exporting Compliance Seminar Successfully Held in Shanghai, Spotlighting Global Regulatory Developments

On May 13, 2025, the CIRS 2025 Cosmetics Exporting Compliance Seminar was successfully held in Shanghai. The event focused on key markets covering EU, US, South Korea, etc., offering in-depth discussions on the latest cosmetic regulations, regulatory trends, and compliance strategies.

During the seminar, CIRS Group proudly introduced its self-developed digital compliance platform--Global CosIng. This powerful tool integrates global regulatory search, ingredient compliance assessment, and product formulation management, empowering enterprises to efficiently navigate regulatory changes across the globe. The seminar also addressed the growing challenges of green compliance and environmental responsibility faced by cosmetics companies going global, supporting businesses in achieving sustainable transformation and enhancing international competitiveness while maintaining compliance.

The seminar began with a keynote address from Mr. Yunbo Shi, Chief Operations Officer of CIRS Group, who offered an exclusive sneak peek at the soon-to-be-launched Global CosIng, a global cosmetic ingredient regulatory database. He highlighted that the platform is crafted to offer cosmetic companies a streamlined and effective means of accessing ingredient and regulatory information, thereby assisting them in managing the complexities of international compliance.

Following the opening remarks, Ms. Dinghan Ge, Product Manager of the CIRS Digital Intelligence Division, delivered a comprehensive presentation and live demonstration of the five core modules of the Global CosIng platform - Ingredient Regulatory Database, CosIng Overview, Lawinfo Database, News, and Guides. She highlighted key features and practical use cases, showcasing how the platform enables users to quickly search regulatory requirements across markets, stay updated on policy changes, and access actionable compliance guidance. The Global CosIng will officially launch on June 6, 2025-stay tuned!

Ms. Chloe Wang, Deputy General Manager of Technology for the Personal and Home Care Division at CIRS Group, presented a thorough analysis of how Taiwan's new cosmetic regulations affect cosmetic businesses. Beginning with an overview of the regulatory system and the core legal framework, she methodically detailed the compliance obligations under the new rules. She continued with an in-depth explanation of the product registration process in Taiwan and the requirements for creating the Product Information File (PIF). Ms. Wang also identified the main technical challenges companies might face during compliance and provided practical strategies to overcome these issues.

Ms. Danica Zheng, Regulatory Consultant for the Personal and Home Care Division at CIRS Group, delivered a detailed overview of cosmetic compliance requirements in the EU and U.S. markets. In the European Union, she concentrated on essential processes including CPNP notification, PIF compilation, and CPSR preparation, providing detailed insights into product technical specifications and labeling standards. For the U.S. market, Ms. Zheng discussed the most recent requirements for facility registration and product listing as stipulated by the implementation of MoCRA, and she emphasized important technical and labeling aspects that companies need to carefully consider.

Ms. Hong Choi, Regulatory Consultant at CIRS Group Korea, delivered a comprehensive interpretation of the compliance requirements for exporting both general and functional cosmetics to South Korea, helping enterprises gain a deeper understanding of the country’s market access mechanisms and regulatory trends. She began by introducing the current landscape and development trends of the South Korean cosmetics market, emphasizing that as a major beauty consumption hub in Asia, South Korea is placing increasingly stringent demands on product quality and regulatory compliance. Ms. Choi then systematically outlined the existing regulatory framework, clearly distinguishing the compliance pathways and registration procedures for general versus functional cosmetics. She also provided detailed guidance on key requirements such as ingredient management, labeling standards, and advertising compliance.

Mr. Daqi Wang, Deputy General Manager of the Sustainability Division at CIRS Group, provided a comprehensive analysis of the sustainability challenges that daily chemical enterprises encounter as they expand into global markets. He stressed the increasing global emphasis on environmental responsibility and adherence to green standards. Mr. Wang highlighted three key assessment mechanisms: the Product Carbon Footprint (PCF), the Carbon Disclosure Project (CDP), and the EcoVadis sustainability rating system. He noted that as global consumers and regulatory authorities continue to elevate sustainability standards, companies must not only ensure product compliance but also tackle complex issues such as carbon management and supply chain sustainability during international expansion.

The seminar also included a Q&A session, which saw active participation and discussion, promoting the sharing of experiences and fostering collaborative dialogue within the industry. An unexpected lucky draw added an element of excitement and enhanced the interactive atmosphere at the event.
