South Korea Amends the Enforcement Rule of the Cosmetics Act

On March 26, 2025, the Ministry of Food and Drug Safety (MFDS) of Korea promulgated the draft amendment to the Enforcement Rule of the Cosmetics Act. The amended provisions are scheduled to take effect on August 1, 2025. The deadline for public comments on this draft amendment is May 7, 2025.

Key Amendments:

  • Deletion of provisions related to the operation of certification procedures for natural and organic cosmetics and the designation criteria for certification bodies. For example, references to “functional cosmetics, natural cosmetics, or organic cosmetics” will be revised to “functional cosmetics” only.
  • Removal of content concerning natural and organic cosmetics from the standards for labeling and advertising compliance of cosmetics.
