Taiwan (ROC) Issues Draft Amendment to the "List of Prohibited and Restricted Ingredients in Cosmetic Products (Draft)"

On April 7, 2025, the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu issued notification G/TBT/N/TPKM/559, announcing the draft amendment to the "List of Prohibited and Restricted Ingredients in Cosmetic Products (Draft)." The comment period for this draft is 60 days from the date of notification, and the amendment is expected to take effect on July 1, 2026.

Contents of the Draft Amendment

I. Alignment with International Cosmetics Regulatory Standards

1. Thirty-four new substances have been added, and the use restrictions for the hair dye ingredient Disperse Violet 1 have been revised; and the impurity Disperse Red 15 in the product shall be less than 1% (w/w).

2. Revisions have been made to Kojic Acid, Arbutin, and Strontium Acetate (Item Nos. 9, 11, and 61, respectively).

  • Kojic Acid: The product type/application scope is limited to facial and hand products, with a maximum allowable concentration of 1%.
  • Arbutin: The INCI name for Arbutin is revised to β-Arbutin.
  • Strontium Acetate: The required precautionary statements are: Contains Strontium Acetate; Not recommended for frequent use by children.

3. For Camphor and twelve other substances, the usage warnings or product type descriptions have been revised:

  • The term "rinse-off products used immediately" has been amended to "rinse-off products".
  • The term "non-rinse-off products used immediately" has been amended to "non-rinse-off products".

4. Boric Acid has been deleted from the list, and the item numbers following it have been renumbered accordingly.

II. For Camphor and 27 other substances (a total of 28 substances), in accordance with relevant regulations of the Ministry of Health and Welfare of Taiwan, the term “children” has been standardized to “children (including infants)”.

III. For 2-Methyl-5-hydroxyethylaminophenol and 32 other substances (a total of 33 substances), the following terminology revisions have been made to the restriction specifications:

  • The unit “microgram” has been changed to “μg”.
  • The term “nitrosating agents” has been corrected to “nitrosating substances”.
  • The term “nitrosyl salts” has been corrected to “nitrite salts”.
